A. GENERAL PURPOSE:
Under the direction of the Parks & Recreation Assistant Director, supervises the maintenance and
construction of Parks, Public Buildings Facilities and Forestry. Work varies, requiring interpretive
judgment in variation from established standards and procedures.

B. SUPERVISION RECEIVED:
Works under the general supervision of the Assistant Director of Parks and Recreation.

C. SUPERVISION EXERCISED:
Supervises approximately 30 maintenance employees with varied responsibilities and skills.
Provides guidance, training, instruction and technical assistance needed for Parks, Pool, Forestry,
Sports Complex and facility maintenance personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

scheduled to work. We expect employees to strive for perfect attendance.

Parks Management (40%):
a. Plans, schedules and supervises the construction of parks, athletic fields, trails,
playgrounds, recreational facilities, including aquatic facilities.
b. Plans, schedules, and implements maintenance and operation activities designed to provide
quality infrastructure service for the city parks, athletic fields, trails, playgrounds and
aquatic facility to ensure acceptability and conformance to standards.
c. Reviews purchase and expenditure requisitions and parks expenditures and salaries.
d. Accountable for funds, assets and materials within their scope and oversight where failure
to provide continual attention could result in substantial loss or damage.
e. Prepares financial, capital and operating statements reconciling from new or raw data or
limited information.
f. Purchase materials and equipment as required.
g. Supervises maintenance employees; trains, evaluates and disciplines as necessary.
h. Receives and acts upon inquiries, complaints; responds to emergency calls at any time.
i. Responsible for frequent contacts with the public and fellow employees; requiring
considerable tactfulness and communication skills of complex information.
j. May assist with weekly site review committee meetings representing to review subdivision
layouts for park designs and landscaping improvement requirements.

Urban Forestry Program (25%):
a. Plans and directs forestry practices; tree planting, removals, pruning practices, stump
grinding using nursery stock standards, applicable ASTM standards and best management
practices.
b. Administers the computer-based forestry maintenance system; TreeWorks, ARC GIS and
handheld data collection units.
c. Develop forestry bids, projects and grants.
d. Schedules and directs use of contractors to assist in forestry programs.
e. Receives and acts upon inquiries, complaints; responds to emergency calls at any time.
f. Completes site visits to evaluate forestry issues.
g. Responsible for frequent contact with the public and fellow employees; requiring
considerable tactfulness, diplomacy and communication skills of complex information.
h. Leads the Urban Forestry Committee monthly meeting and public awareness events.

Buildings and Facilities Maintenance (25%):
a. Plans, schedules, and implements building maintenance, improvements and operation
activities designed to provide quality working environment for the city employees to ensure
acceptability and conformance to standards.
b. Generates and oversees contracts and work of subcontractors for HVAC and maintenance
services for city buildings.
c. Receives and acts upon inquiries, complaints; responds to emergency calls at any time.
d. Reviews purchase and expenditure requisitions and building and facilities maintenance
expenditures and salaries.

Peripheral duties (10%):
a. Responsible for researching, drafting, and submitting grant proposals to secure funding for
projects, while ensuring compliance with all grant requirements and deadlines.
b. Participates in and helps in development and/or coordination efforts related to monthly
safety meetings and serves as the Parks liaison to the Executive Safety Committee.
c. Review all purchases, expenditure requisitions and salaries for divisions related to the
position.
d. Assists in preparation of budget estimates and reports.
e. May serve on state advisory committees as directed.
f. Other duties as assigned.

D. MINIMUM QUALIFICATIONS (Education and Experience):
a. Graduation from a high school or GED equivalent, vocational training in related fields, plus
ten years of progressively responsible park maintenance, building and equipment
maintenance, forestry programs, etc. Five of these years must have been in a supervisory
capacity.
b. College degrees BS or BA in park design, development and management, horticulture,
forestry, or related fields.
c. Or any combination of education and equivalent experience.
