Class Title: Assistant Director of Kalispell Parks and Recreation
Department: Parks and Recreation
Salary: $95,609 – $122,388 DOQ

A. GENERAL PURPOSE:
The position assists the department director through administration of budgets, planning,
developing, scheduling, directing, and implementing year-round, city-wide parks,
recreation, urban forestry, and facility maintenance programs for the City of Kalispell.
The position will provide the organization, management and development of department
projects and resources to bring about successful completion of specific department and
City project goals. The position is also responsible for review and approval of
commercial landscape projects and subdivisions.

B. SUPERVISION RECEIVED:
Works under the supervision of the Parks and Recreation Director.

C. SUPERVISION EXERCISED:
Subordinate supervision of Parks, Forestry, and Recreation Staff and other personnel as
assigned. Acts as Parks and Recreation Director in the absence of the Parks and
Recreation Director.

D. ESSENTIAL DUTIES AND RESPONSIBILITIES (90%):
It is expected that every employee should be on time, fully prepared, every day that the employee
is scheduled to work. We expect every employee to strive for perfect attendance.
a) Work assignments are made orally and in writing. Work is performed with
considerable independence in judgment and decision making, within established
policies, procedures, rules, regulations, and guidelines. Work is reviewed through
observation, conferences, and periodic reports and for results obtained.
b) Provides leadership and direction in the development of short and long-range
plans and projects; gathers, interprets, and prepares data for studies, reports, and
recommendations; coordinates department activities with other departments and
agencies as needed.
c) Makes private and public presentations to supervisors, boards, commissions, civic
groups, and the public.
d) Recommends, develops, implements, and ensures compliance with policies,
procedures, rules, and regulations governing departmental programs and activities
including those required by OSHA safety regulations.
e) Communicates programs, policies, and procedures to staff and the public.
f) Assumes the role of project manager of assigned projects assuring that assigned
areas of responsibility are performed within budget; performs cost control
activities; monitors revenues and expenditures in assigned areas to assure sound
fiscal control; prepares and administers annual budget requests; assures effective
and efficient use of budgeted funds, personnel, materials, facilities, and time.
g) Attends Site Review, Urban Forestry Committee, City Council, and other
advisory, regulatory, and informational local, and state meetings to disseminate
information, provide recommendations or direct processes relative to parks,
recreation, trails and urban forestry projects or applications.
h) Develop marketing strategies for hiring and retention of seasonal and short-term
employees with all divisions within the department.
i) Assists in the hiring process of each of the divisions within the department and
helps with the evaluations of assigned staff.
j) Develop strategies to maintain parks in modes identified in parks masterplan
within fiscal/annual appropriations.
k) Assists with facility and equipment maintenance, operations, capital
improvements and long-term planning of recreational facilities.
l) Assigns tasks, trains, reviews work products, sets, and adjusts work priorities, and
performs periodic reviews and assessments of personnel in the performance of
their assigned duties.
m) Assists with preparing annual budgets, fee adjustments, assessment of current and
future facilities, program, and event needs.
n) Attends professional development workshops and conferences to keep abreast of
trends and developments in the fields of parks and recreation, urban forestry, and
facilities.
o) Issues written and oral instructions; assigns duties and examines work for
exactness, neatness, and conformance to policies and procedures.
p) Serves as the department’s representative on the City’s safety committee.
q) Manages, administers, and coordinates the preparation of, or develops programs
supporting parks services.
r) Performs or assists subordinates in performing duties; adjusts errors and
complaints while maintaining harmony among staff.
s) Prepares or oversees a variety of studies, reports and related information for
decision making purposes, as well as federal, state, and private sector grant
applications.
t) Negotiates, coordinates, and manages professional service contracts.

E. PERIPHERAL DUTIES (10%)
a. Performs other duties as assigned.

F. MINIMUM QUALIFICATIONS (Education and Experience):
a. A bachelor’s degree with major course work in park administration, public
administration, or a closely related field; and
b. Five years of progressively responsible experience in government or non-profit
large agency management positions, including three years of experience in an
administrative position with supervisory responsibility and responsibility for
program management and budget administration, including management
experience for capital projects, and;
c. Master’s Degree in a related field is strongly preferred;
d. Or an equivalent combination of education and experience.
